Abridged Profile

Oluwaseun Bamikole Fakuade is a public policy leader, development economist, and researcher currently serving as Commissioner for Innovation, Science and Digital Economy in Ekiti State. A serial entrepreneur, filmmaker, and musician, he is a Mandela Washington Fellow and TEDx speaker pursuing dual doctoral degrees in Intelligence & Security Studies and Public Sector Governance. His work focuses on structural institutional design and the architecture of national competitiveness.

Oluwaseun Bamikole Fakuade is a public policy leader, development economist, researcher, serial entrepreneur, filmmaker, musician, and writer whose career is a testament to the power of disciplined versatility. He works on one defining question: why do some nations build enduring prosperity while others — despite abundant talent, resources, and aspiration — remain trapped in cycles of institutional underperformance?

His answer is structural. Over more than a decade spanning government, original research, and enterprise, Fakuade has built frameworks for how states can be designed to function as catalytic engines of innovation, industrial transformation, and long-term national competitiveness.

As Commissioner for Innovation, Science and Digital Economy in Ekiti State, Nigeria — a role to which he has been reappointed — he has delivered transformative programmes with national significance: Nigeria's first public-sector Robotics Academy, training over 600 children in robotics, coding, and creative technology; the Ekiti State StartUp Garage, Nigeria's first government-backed makerspace equipped with robotics, 3D printing, and rapid prototyping tools; and the $80 million AfDB-approved Ekiti Knowledge Zone, a landmark sub-national competitiveness initiative.

His research stands on its own intellectual foundation. The CADIS (Catalytic Development Innovation System) framework architects the institutional infrastructure of the entrepreneurial state. The Dynamic Social Overhead Capital theory extends Hirschman's foundational work into the knowledge era. The Entropic Insularity concept identifies the compound pathology through which capable institutions lose developmental momentum. The Hirschmanian System synthesises six mechanisms into a unified diagnostic framework for institutional design — targeting peer review in World Development.

He holds a Master of Public Administration from the Lee Kuan Yew School of Public Policy at the National University of Singapore — Class of 2016 — and is currently pursuing dual doctoral programmes in Intelligence and Security Studies at Afe Babalola University and Public Sector Administration and Governance at the Federal University of Oye-Ekiti.

A lifelong creative, he plays piano, is a drummer and composer, has directed choir for fourteen years, and is in pre-production on three short films including works from the I AM NIGERIA anthology universe. He is the author of three forthcoming books.

His life's work is animated by a single conviction: that Africa's renaissance will be built by people who refuse to accept false boundaries between disciplines — and who bring the same rigour to governance that they bring to art, scholarship, and enterprise.
